Optimal Control of the Laplace Equation with Cauchy Data as Control Variables

In this not, we give necessary and sufficient conditions for optimality of an ill-posed control system governed by the Laplace equation with Cauchy data as control variables. A duality result is also presented. This solves an open problem raised by J. L. Lions.
