An optimal boundary control problem for a distributed parabolic system with boundary condition involving a time-varying lag is considered. The initial condition of this equation is not given by a known function, but it belongs to a certain set. Necessary and sufficient conditions of optimality for the Neumann problem with the quadratic performance functional are derived. A numerical example of application is also presented.
