The liner quadratic optimal control of distributed systems with delays in control is considered. A new approach for solving this problem is presented. It is based on the construction of an appropriate Hilbert-space structure. To illustrate this work, an example of a linear retarded functional differential equation is given. The results of this paper can be applied to hyperbolic, parabolic, retarded, and neutral systems with delays in control.
